The activities of the International Association PAID are organized through its organs:


The Community of members or the General Assembly (GM) is the supreme organ of the association. It only meets on the occasion of important events such as the Innovation Week for Human Development in Africa.
 It is composed of 45 members from different nationalities of African, European, and North American


The GC of the Association is the CENTRAL GOVERNING ORGAN of the Association and is headed by a President and assisted by two Vice-Presidents. This organ of the Association is the policies and strategies maker of the Association. The GC members are elected by the Community of Members. The GC comprises of two (2) members elected from each African region and four (4) elected members from the following regions: Asia, Europe, North America and Latin America as stated in the Association Statute Article 21.

In addition to the 14 elected members of GC, the SG is an ex-officio member of the GC and the founding members of PAID (honorable members) participate in an advisory capacity at the meeting of GC. 


The EC is an organ charged with the responsibilities of supervising the implementation of decisions, policies and recommendations of the GC. It adopt as its guiding principle governing rather than managing approach to its stewardship. it make every effort to separate the roles of governance and management and maintain a focus on strategic or long-term issues and those with ‘end’ rather than on day-to-day administration, management and operations of the Association which are assume by the Secretary General and R-PAIDs Directors via the Association Management Committee (AMC) and the Regional Management Committee (RMC). The EC receives progress reports of the SG and also submits a progress reports to the GC.

The EC consists of one member elected from each African Region and one member elected for the region consisting of the world. These members are elected by the G.C among its members.

In addition to the 6 elected members of EC, the SG is an ex-officio member of the EC and the founding members of PAID (honorable members) participate in an advisory capacity at the meeting of EC. 


The Finance Committee is an organ responsible for financial planning and control of the Association. It comprises of four (4) members that consist of the SG (or his representative), the Internal Auditor and two members selected from or out of the GC. The committee shall choose its President amongst its members, with the exception of the SG.


The Scientific and Pedagogic Council (SPC) is an advisory organ. It is composed of high level experts in one or more specific areas of activities of the PAID. SPC includes outsiders (non member of the Association) who can bring new ideas. This organ is charge with responsibilities of verifying that the activities of PAID (training, research and support-Counseling) continue to be realized in conformity to its Guiding Principles and Ethics. The SPC operates at two levels - the level of the Association and the level of R-PAIDs.

5.1 ASSOCIATION SCIENTIFIC AND PEDAGOGIC COUNCIL (ASPC)                                              

The ASPC comprises thirteen (13) members.

The SG appoints 3 external members with emphasis on gender from which the bureau members is elected by its entire members using the secret ballot.


The R-SPC is the organ of the R-PAIDs charged with the responsibilities of looking into the scientific and pedagogic matters of the R-PAIDs. It consists of:

The SG appoints 6 external members on the proposal or recommendation of the R-PAIDs Directors from which two persons are voted President and Vice-President respectively.


The Sponsorship Committee (SC) composed of members of high moral standard and scientific. SC members can participate in or to the teaching of PAID. The members of the Sponsorship Committee are appointed by the Governing Council.


The Advisory Council is the advisory organ of PAID. This organ shall be charged with the responsibilities of:

  1. Giving advisory opinions on programmes and activities of the Association;
  2. Suggesting and proposing activities;
  3. Supporting the Association in funds raising;
  4. Serving as a platform for exchanges between African countries and development partners.

The Advisory Council meets at the invitation of the President of the GC once a year during the Governing Council’s session. Its members can participate in an advisory capacity, in proceedings of the GC, especially in budget-related issues.

The Advisory Council operates in two ways as follows:

  1. The Restricted Advisory Council composes of:
a Donors
b Partners
c Authorities of the countries that host R-PAIDs and with whom the PAID has signed headquarter and/or Cooperation agreements.


  1. The International Advisory Council composes of:
a Donors
b Partners
c uthorities of the countries where PAID operates and develops activities (training, action research and support-consultancy).



The Mediator is appointed by the GC from among persons out of the Association, upon proposal of the SG. The mediator possesses the required mediation skills and is charged with the following responsibilities:

  1. He facilitates the expression of each conflicting party in case of a disagreement and assists statutory organs of the Association to take decisions aimed at settling disputes.
  2. He is consulted by the various organs of the Association or staff.
  3. He is bound by professional secrecy. He keeps confidentially, all known information of interviews and meetings that he chairs or performs as part of his activities.
  4. He is impartial, neutral and independent. He is sensitive to the position of each party without taking sides and assists in resolving differences or making an intermediate step to facilitate the resolution of a dispute, without imposing a solution to be adopted. He does not act as a subordinate to other organs of PAID.


The General Secretariat (GS) is an operational unit responsible for the administration and coordination of the activities of the International Association. In this regard, it is the administrative and coordinating organ. It is headed by a Secretary General (SG) who is appointed by the GC and he runs the Association under the authority and control of the E.C. In this regard, he summits progress reports to the EC. So, he is the chief executive officer (CEO) of the Association. He acts as Executive Secretary of the Association and he is an ex-officio member of the GC and EC in which he plays the role of the secretary of deliberations. He may be assisted by one of his collaborators in taking down the minutes of deliberations. He is assisted by the Directors/Coordinators and the Internal Auditor.


The management of the International Association is the responsibility of the ASSOCIATION MANAGEMENT COMMITTEE (AMC). The AMC is to the SG, a coordinating organ for administration, financial, technical management and general consultation, especially on the field of implementation of policies and strategies of the Association.

In addition to the seven (7) statutory members of the AMC, depending on the items on the agenda to be discussed in the AMC, the SG may invite to the meeting, the Internal Auditor, some Dean of Studies, Professional Staff in charge of special files and any other person with special inputs, in various forms especially with regards to training and information.


R-PAIDs are OPERATIONAL UNITS responsible for the implementations of the Association’s policies and strategic plans. R-PAIDs are headed by Regional Directors who are Chief Executive Officers (CEOs) of the R-PAIDs. The Regional Directors run the Regional Institutes, under the authority and supervision of the SG who receives their progress reports. They are assisted by Dean of Studies, Administrative and Finance Officers and Coordinators or Managers of Projects.
